In principal, the award of an AOC to an air operator by the authorities is based on their being willing, able and capable of offering a safe and efficient service to the public.
• Willing is a function of management and finacial stability.
• Able is a function of having the right equipment (aircraft type with the facilities and equipment to service them) and personnel with the training, qualification and experince to oprate them.
• Capable is a function of :
Weakness with respect to any one of these elements will lead to lower standards of Q&S, hence higher levels of operational risk.
For aviation end-users therefore, the verification of these elements in contracted AirService Providers (ASPs) is an essential risk management requirement. It is the Mission of the AMS Group to assist in this regard by:
Ensuring the necessary aviation quality standards are conctractally specified.
Ensuring ASP air & ground crew meet minimum standards of capability and experience as predicated by the OGP Association.
Verifying full ASP regulatory compliance so as to ensure the provinsion of Airworthy aircraft.
Verifying that the ASP support facilities, equipment and tooling meet establishment good industry standards and practices and that the personnel working on the aircraft have training currentcy and the necessary experiences.
Reviewing ASP,QA ans SMS systems and verifying their effective implementation in practise
The investigation of any significant operational or safety incidents that may occur
and of any findings of regulatory or contractual non-compliances;
The systematic monitoring of operator KPIs;
The provision of Reports with respect to all the above ASP reviews in a timelyfashion and always within two working weeks of completion of an on-site verification.
